The White House argued that the controls would help prevent technology and software from reaching military fields in Russia and Belarus.

“These parties are effectively being cut off from the inputs necessary to keep Putin’s war going,” Commerce Minister Gina Raimondo said in a statement. .

Expanded export control

The controls are based on a substantial expansion of the so-called Foreign Direct Product Rule, which forces companies that manufacture high and low-tech items abroad with US tools to Apply for a permit from the United States before shipping to Russia.

The measures also instruct the Department of Commerce to reject nearly all such licensing requests.
